One thing you can't get in Penang is good Vietnamese noodles and broken rice. Something like Koay Teow Th'ng but with a sweeter twist. The dash of fish sauce and squeeze of lemon giving it a tangy sweet flavour amidst the crunchy bean sprouts. A bowl costs about AUD8.

you must be missing Penang food.. badly. Oh Yeah and Vietnamese food is the closest you'll find to Penang Food. If you check the east side of Melbourne (Box Hill, Doncaster area), you'll find more Malaysian Food.
I found a great Vietnamese place when I was back in Penang a few months back (I've lived away since 1981). It's called Com Viet at Lintang Burmah, Pulau Tikus. The chefs are Northern Vietnamese & they did not adjust their cooking to suit local tastes (yet).
The pho noodles' soup is very authentic, altho they used Penang koay teow noodles in place of pho.
